APPLICANT REQUESTS THAT:
1. His records be corrected to reflect award of the Air Force
Longevity Service Award (AFLSA).
2. His records be corrected to reflect award of the Air Force
Commendation Medal (AFCM) (Administratively Corrected).
3. His records be corrected to reflect award of the Air Force
Outstanding Unit Award (AFOUA) (Administratively Corrected).
4. His records be corrected to reflect award of the National
Defense Service Medal (NDSM) (Administratively Corrected).
5. His records be corrected to reflect award of the Non-
Commissioned Officer Professional Military Education Graduation
Ribbon (NCOPMEGR) (Administratively Corrected).

APPLICANT CONTENDS THAT:
He is entitled to the AFLSA and it should be listed on his DD
Form 214, Certificate of Release or Discharge from Active Duty.

STATEMENT OF FACTS:
According to the applicants military personnel records, on
22 Jul 85, he enlisted in the Regular Air Force and served on
active duty until 18 Jul 89, when he was relieved of active duty
upon expiration of his term of service. He was credited with
3 years, 11 months and 27 days of total active service.

AIR FORCE EVALUATION:
AFPC/DPSID recommends denial of the applicants request for
award of the AFLSA, indicating the applicant only served
3 years, 11 months and 27 days on active duty, which does not
meet the criteria for award of the AFLSA.
The AFLSA was authorized by the Secretary of the Air Force on
25 Nov 47 and is awarded to all service members of the United
States Air Force who complete 4 years of honorable active or
reserve military service. Subsequent periods of military service
shall be denoted by an Oak Leaf Cluster worn on the service
ribbon.
A review of the applicants records revealed that he should have
been awarded the AFCM, AFOUA, NDSM and the NCOPMEGR and his
official military personnel records will be administratively
corrected by AFPC/DPSOR.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 26 Sep 14 for review and comment within 30 days.
As of this date, no response has been received by this office
(Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice to warrant
correcting the applicants records to show entitlement to the
AFLSA. We took notice of the applicants complete submission in
judging the merits of the case; however, we agree with the
opinion and recommendation of the Air Force office of primary
responsibility (OPR) and adopt its rationale as the basis for
our conclusion the applicant has not been the victim of an error
or injustice. Therefore, aside from the administrative
corrections noted above, we find no basis to recommend granting
the additional relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.
